Overview & Responsibilities
Junior National Consultant (Facilitator) shall be responsible for facilitating implementation of the Consortium-wide component related to facilitating policy dialogue on accountability as part of the broader justice sector reform and Ukraine’s EU accession effort within the project Restoring Dignity and Justice in Ukraine: A Whole-Of-Government Approach to Advancing Accountability for International Crimes. Junior National Consultant (Facilitator) will be specifically responsible for facilitating such policy dialogue through building smooth coordination and exchange of information between stakeholders and ensuring consistently high-quality support of partners and beneficiaries.
Under the direct supervision of the Programme Lead, Accountability, and in coordination with the Head of IDLO in Ukraine, Junior National Consultant (Facilitator) shall:
- Assist the Office of the Prosecutor General of Ukraine (OPG) in identifying key EU standards and benchmarks related to accountability and rule of law and contribute to tracking Ukraine’s progress in meeting these requirements.
- Contribute to the development of briefing materials that link ongoing justice reform efforts with EU integration priorities, particularly in the context of Chapter 23 (Judiciary and Fundamental Rights).
- In close coordination with other members of the Consortium and other Ukrainian stakeholders, in particular the OPG, support the organization and delivery of IDLO-led and joint Consortium-wide policy dialogues, workshops, roundtables, including preparation of agendas, logistical arrangements, and documentation of outcomes.
- Help coordinate consultations with civil society and victim groups to ensure their input is reflected in national dialogues and reforms related to international crimes and transitional justice.
- Contribute to the mapping and analysis of key stakeholders and ongoing initiatives in the area of accountability to ensure synergies and avoid duplication of efforts.
- Maintain regular communication with partners and beneficiaries to monitor evolving needs, ensure alignment with project objectives, and provide timely updates to the IDLO and subsequently the Consortium.
- Collect, compile, and analyze qualitative and quantitative data relevant to transitional justice, accountability, and justice sector reform, and contribute to reporting and knowledge products.
- Assist in drafting background notes, briefing materials, concept papers, and talking points for project-related events and engagements.
- Keep track of written and oral communication, producing and circulating minutes, reports and notes, gathering feedback, and facilitating follow-up of consultations
- Support the monitoring of project activities, contribute to progress reports, and flag challenges or risks to ensure timely mitigation and adaptive management.
- Perform other relevant duties as assigned.
Specific tasks will include:
- Support research and analysis on EU standards, accountability benchmarks, and justice reform priorities, including preparation of summaries, matrices, and reference materials.
- Facilitate the logistical and organizational aspects of policy dialogues, consultations, and workshops, including agenda preparation, stakeholder outreach, and event documentation.
- Gather, compile, and analyze data and feedback from events, consultations, and research to contribute to reports, knowledge products, and internal learning.
- Support monitoring and reporting efforts by collecting data, drafting inputs, and identifying potential implementation challenges.
- Draft and organize official records, including meeting notes, minutes, and summaries, and follow up on agreed actions with relevant stakeholders.
- Provide general project and team support, including ad hoc research, documentation, scheduling, and participation in coordination meetings or field visits.
Job Requirements
Education & Work Experience
- Higher education in the field of Sociology, Political Science, Law, Business Administration
- Minimum 3 years of significant relevant professional experience in NGO, UN, Governmental Institutions
- Fluency in English & Ukrainian

- Proven ability to operate in a team environment liaising with a diverse team
- Facilitate respect for confidentiality and data protection and confidentiality
- Facilitate Group’s meetings, individual meetings of the workstreams, the regular coordination meetings, the Plenary meeting and High-Level Ministerial events
- Contribute to the internal coordination, planning and monitoring of the functioning and deliverables
- Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit

Terms & Conditions
For this locally recruited contract IDLO shall offer the selected candidate a Single Engagement Contract through 30 June 2025.
