Overview & Responsibilities
The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realize justice and promote peace and sustainable development. IDLO is the only global intergovernmental organization exclusively devoted to promoting the rule of law and access to justice.With its headquarters in Rome, Italy, a branch office in The Hague, and United Nations Liaison Offices in New York and Geneva, IDLO carries out policy advocacy, research and learning, as well as rule of law and justice programmes in countries through some 15 Country Offices operating in every region of the world.
The Department of External Relations and Partnerships is responsible for the planning, coordination, and implementation of IDLO’s external relations agenda, communications, and partnership building through strategies and activities to promote, protect, and enhance IDLO’s mission and brand.
The Department actively promotes and advocates for IDLO’s strategic priorities with governments, the United Nations system, other intergovernmental organizations, civil society, the private sector, philanthropic organizations, academia, and other potential partners at national, regional, and international levels. It collaborates with all entities within IDLO to promote the organization’s policy advocacy priorities. It supports IDLO’s programme and programme development teams and country offices to ensure that communications, partnership engagements, resource mobilization, and other outreach activities are coherent and integrated in IDLO’s activities around the world. It builds and maintains innovative and productive partnerships, ensures best practices in communication and resource mobilization, and supports the governance mechanisms of the organization.
THE POSITIONUnder the supervision of the Chief of Resource Mobilization and working in close collaboration with the other team members on resource mobilization activities and strategies, the Resource Mobilization Officer will play an important and significant role in the unit and will be in charge of the following main responsibilities:
- Contribute to the design, coordination, and implementation of a comprehensive resource mobilization strategy.
- Establish and strengthen donor relations and build a diverse partnership base, including the private sector, in line with IDLO’s Strategic Plan.
- Research, analyze, and pursue opportunities for partnerships and new sources of funding.
- Advocate for additional resources for the rule of law sector in general and for key themes identified in IDLO’s Strategy.
- Keep abreast of the latest resource mobilization trends, news, and events, as they relate to IDLO’s Strategy.
- Strategically contribute to the design and execution of regular consultations with donors to improve dialogue and mutual understanding.
- Draft official correspondence, funding proposals, and organizational assessments for donors, executing as required.
- Lead efficient and timely reporting processes that enhance donor trust and build IDLO’s credibility.
- Establish strong collaborative relationships with relevant Departments and Country Offices.
- Contribute to the External Relations and Partnerships department's annual work plan, budget, and activities.
Job Requirements
Education and Work Experience
- Master’s degree in a relevant field, business administration, economics, international relations, social or political science, or other relevant areas.
- A minimum of five (5) years of relevant professional experience in resource mobilization and partnership is required.
- Strong aptitude and understanding of the communication aspects of stakeholder engagement (internal and external audiences).
- Demonstrated experience in managing external stakeholder relationships (e.g., donor and implementing partner relationships, or similar background).
- Excellent business-oriented verbal, visual, and written communication.
- Demonstrated experience with navigating political and strategic discussions objectively and diplomatically.
- Experience structuring and analyzing quantitative and financial models to inform decision-making.
Languages
- Excellent proficiency in spoken and written English is required. Additional language(s) would be highly desirable.

Terms & Conditions
For this professional, internationally recruited position, IDLO shall offer the selected candidate an International Affiliate Contract for 24 months, with the possibility of extension subject to performance and availability of funding.IDLO shall offer an annual basic salary of EUR € 60,430.- and a benefits package including provident fund contribution (14%), medical insurance, and leave entitlements in accordance with the IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.IDLO is an Equal Opportunity Employer.
