Infrastructure Vice Presidency
Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Vice Presidency within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. It consists of four global departments: Energy & Extractives (EEX); Transport (TRA); Urban, Resilience and Land (URL), and Global Infrastructure Finance Department. It oversees the Bank's work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. The Global Unit for Disaster and Climate Risk Management (IDURM) supports low and middle-income countries to understand, manage, and reduce their risks from natural hazards and climate change. Within IDURM, the Global Facility for Disaster Reduction and Recovery (GFDRR) umbrella trust fund is a global partnership that helps low- and middle-income countries better understand and reduce their vulnerability to natural hazards and climate change. GFDRR has 14 Global Technical Programs, which provide grant financing, analytics, and technical assistance to the most vulnerable countries and communities where it will have the greatest positive impact. As a donor-funded program, GFDRR consults regularly with donors and actively strives to maintain and develop new partnerships for increased impact. For more information: https://www.gfdrr.org/en
Job Duties and Responsibilities:
The Partnership Specialist’s primary role will be to contribute to GFDRR’s donor strategy, by enhancing relations and fundraising efforts. The Partnership Specialist will work on the following tasks:
• Contribute to the development of the engagement and fundraising strategy for GFDRR donors, including preparation of in-depth political and economic analysis taking into account the impact of national policies and trends on countries’ bilateral and multilateral cooperation.
• Serve as focal point for existing and prospective donors’ inquiries into GFDRR.
• Monitor and evaluate development cooperation risks and opportunities and their potential impact on GFDRR.
• Organize senior management missions/ participation to events including preparation of briefs and talking points.
• Liaise, manage and maintain relations with GFDRR existing and prospective donors, in particular European ones, but not only. This includes gathering intelligence, developing and maintaining GFDRR EU donor profiles and donor tracking table.
• Contribute to enhancing new GFDRR partnership efforts (foundations, academia, IFIs, UN agencies, private sector), with a specific focus on disaster risk management, urban resilience, and leveraging of private sector financing.
• Contribute to the management of specific trust funds and trust-funded programs by ensuring regular financial monitoring and reporting, and by managing internal/ external audits.
• Contribute to enhancing strategic collaboration between GFDRR and its donors by proactively identifying and promoting synergies with GFDRR technical lines of work and facilitating dialogue with related donor counterparts.
• Facilitate coordination with related programs within the Infrastructure Vice-Presidential Unit and the World Bank in general.
• Contribute to the work of GFDRR teams, facilitating team building, learning and knowledge sharing and collaboration.
• Contribute to the production of donor briefings and reports, including the annual work plan and annual report, in collaboration with GFDRR M&E and communication teams.
• Carry out other tasks relevant to support the overall objective of the position.
Selection Criteria
1) Master’s degree in public policy, international development, finance, economics, or a related field.
2) At least five years of work experience in managing donor relations, partnerships, and fundraising in disaster risk reduction, climate adaptation, or urban resilience.
3) Good overall knowledge of the WBG, its mission and strategy. Familiarity with WB operations, policies and procedures, in particular on disaster risk reduction, climate adaptation, or urban resilience.
4) Active network within the authorizing environments in one of more GFDRR donor countries.
5) Excellent written and spoken English and French and fluency in another official World Bank language or official language of GFDRR donor countries.
6) Familiarity with World Bank trust fund policies and familiarity with preparing and managing IBRD/IDA trust funds is a plus.
7) Superior analytical skills.
8) Knowledge of ODA priorities and positions in GFDRR donor countries.
9) Experience working with a wide range of stakeholders, NGOs, private sector, development partners, and/or government agencies.
10) Ability to effectively interact with internal and external clients at all levels in a multicultural environment and to exercise judgment and discretion in dealing with sensitive matters.
11) Good understanding of communication strategies, tools, and approaches relating reporting results and impact to increase GFDRR’s overall visibility.
12) Excellent sense of initiative, drive for results and client orientation, coupled with strong planning and organizational skills.
