Overview & Responsibilities
IDLO has been contributing to enhancing the rule of law and improving the investment climate in Mongolia since 2012. Its current projects cover three major objectives under the IDLO Strategic Plan 2025-2028: (i) Expanding Access to Justice; (ii) Reducing the Justice Gap for Women and Girls; and (iii) Promoting Inclusive Economic Growth. Through its programming, IDLO works in close cooperation with the Government of Mongolia, civil society, and the international community in the areas of judicial transparency, commercial mediation, and victim-centered responses to domestic and gender-based violence.
THE POSITION
The Communications Associate will report directly to the IDLO Country Manager and will work across IDLO Mongolia’s programme portfolio in close coordination with the IDLO Mongolia Field Programme Manager, Finance and Administration Manager, Programme Coordinators, and IDLO Headquarters. The Communications Associate will perform diverse communications duties related to IDLO’s programmatic work in Mongolia. This will include, but not be limited to, coordinating the design and implementation of public awareness campaigns planned as part of IDLO projects, stakeholder engagement, content development, and monitoring of branding and visibility. An ability to identify and prioritize key target audiences, develop the corresponding strategies for reaching them, and cultivate engagement with them will be key to success in this position. The incumbent will also assist in the implementation of programme activities, including providing training, travel, and logistics support.
Specific duties shall include:
- Identify opportunities to enhance IDLO’s external visibility and shape its positioning, and implement content strategies/campaigns aligned with IDLO’s strategic priorities;
- Develop broad grass-roots engagement with key national and international stakeholders, incorporating innovative outreach methods (on- and off-line) to reach identified target audiences;
- Advise and guide programme/project teams to help them showcase programme impact among target audiences, and to ensure alignment with IDLO’s strategic priorities;
- Regularly liaise with justice sector actors, government institutions, local governments, civil society, media, academia, the private sector, and the general public;
- Draft/proofread/edit high-quality, policy-relevant impact stories and other content that successfully communicates the value of IDLO’s work to key stakeholders;
- Support visibility events, conferences, etc., by drafting press releases, and circulating among stakeholder platforms and social media channels;
- Generate, format, and publish content for IDLO’s website and social media platforms, ensuring alignment with IDLO’s strategic priorities, voice/tone and branding as required by IDLO HQ’s Strategic Communications;
- Support the programme/project teams in overseeing external creative resources, such as graphic designers, and other communication services;
- Prepare or contribute to various written reports, including IDLO Mongolia’s bi-weekly report to IDLO HQ;
- Support event coordination and logistics, travel management, monitoring and data collection, etc., as assigned by the Country Manager and Field Programme Manager;
- Provide translations for the Country Manager during official meetings and events, and prepare comprehensive meeting notes;
- Undertake additional responsibilities as required.
Job Requirements
Education and Work Experience
- University degree in Communications, International Relations, Public Policy, or another relevant field. A concentration in communications and/or media would be preferred.
- At least three years of professional experience in communications, public outreach, public relations or related experience is required.
- Demonstrated experience designing and successfully executing online and offline public awareness activities and engagement strategies to support legal empowerment and promote dialogue with and between multiple stakeholders, such as community-based groups, civil society, the public, media, academia, and the government.
- Demonstrated experience in coordination functions for development projects and programmes.
Languages
- Full professional competence in English and Mongolian written and verbal communication is required.

- Proficiency with multi-media communications, including social media;
- Ability to engage and grow a broad network of target audiences;
- Ability to think creatively and engage in innovative approaches to public outreach and communications;
- Diplomatic demeanor and ability to gain the trust of and work effectively with community-based groups, civil society, and public sector agencies;
- Sound organizational and planning skills;
- Ability and willingness to travel within the country, if necessary;
- Keen sense of ethics, integrity, and commitment to IDLO’s mandate. Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization in achieving its objectives.
Terms & Conditions
For this locally recruited position, IDLO shall offer the selected candidate a local affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.
In addition, IDLO shall offer a yearly basic salary of USD 15,360, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.
This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees
